Consulting for Health/Human Services Providers and CBOs
Full compliance is critical. Working together before the review ensures you pass with flying colors.
The nuances of compliance. The rules of fiscal accountability. The technical jargon. Going back-and-forth with the program funder to clarify its requirements can be maddening. Worse, if your non-profit agency does not 100% comply with each and every regulation, your program’s funding can be at risk.
For non-profit services providers, this situation is common, not to mention frustrating and overwhelming! That’s why many non-profits turn to Joseph Boyd, MPA, for help. Working together as a team, he will shed light on the compliance rules and guide you to adjust financial and administrative policies, procedures, budgets, and staffing patterns.
With Joseph Boyd, you get the exact help and support you need
Joseph teams with all types of non-profit agencies throughout the US including federal, state, and local health and human services (HHS) providers, federally qualified health centers (FQHCs), AIDS service organizations (ASOs), community health centers (CHCs), and community based organizations (CBOs).
Working together, you’ll get clear answers to questions like these:
- What is allowable and non-allowable?
- How can we implement true fund accounting to be in compliance?
- How can we ensure we’re filing reports to our funders on time and with the proper detail to meet their requirements and expectations?
- How can we improve our forecasting and budgeting to continue providing quality services?
- What is success to our agency? How do we know we’re achieving our purpose?
- What are the performance objectives? What metrics are we tracking?
- How can we encourage our Board of Directors to be more engaged?
When consulting for non-profit agencies, Joseph’s consulting services focus on DIRECTING, MANAGING & MONITORING
Activities often include creating policies and procedures and setting up your books in a manner that will help you better understand and follow rules and guidelines. Joseph also leads the entire team to strengthen internal “connectivity,” which ensures your internal programming and finance team members are communicating effectively to achieve the funder’s goals and your organization’s strategic goals.
Specific services include:
- Fiscal and administrative consulting – During a site visit and follow-up conference calls, Joseph will guide your organization to be in compliance with legislative and funder requirements, set up robust financial systems, identify opportunities to improve efficiency, create policies and procedures, and implement processes to submit complete, accurate, and timely reports to funders. Your organization will be fully prepared for funders’ reviews and can successfully pass all audits.
- Leadership and technical assistance – Present a plan of action and provide in-depth leadership and technical assistance to implement best practices, expand your agency’s capacity, and assure the long-term viability of the funded program AND your organization. If necessary, provide temporary leadership as Interim Executive Director, Interim CFO, Grant Manager, or a high-level Accounting Specialist.
- Consulting to build capacity – Analyze the budget, staffing pattern, outreach strategies, and revenue-generation activities to build capacity and further the organization’s strategic mission.
- Grant monitoring – Review the contract for your newly received or in-progress grant to ensure full compliance with the granting agency’s requirements. Example activities include checking the expenditures as well as allowable versus non-allowable costs. Implement processes and train staff members to ensure grant funds are being appropriately, according to the funder’s specifications.
In a nutshell, here’s how the fiscal/administrative consulting process works:
- Meet the team – During an on-site visit, Joseph conducts an in-depth interview with your leadership team to understand the organization’s capabilities and challenges. Meanwhile, you and your team can assess Joseph’s skillset and approach to ensure a good match.
- Conduct a current environment analysis – In this deep-dive process, Joseph investigates and assesses your administrative and financial structure to gain an understanding of how you are actually conducting business. Activities include reviewing policies and procedures manuals, scouring budget documents, and interviewing staff members. The goal is to shine a light on current processes and the actual financial standing to gain clarity and insight on what’s working and what’s not working.
- Present the recommendations – Joseph presents a verbal presentation to your leadership team (accompanied by a detailed report) with clear and specific recommendations listed in the implementation plan.
- Implement improvements – Joseph works on site, teaming with leadership and staff members, to implement the recommended changes. He will direct, manage, and monitor activities as necessary. In addition, he can call on additional resources as needed, thanks to ARMOUR’s robust network of consulting professionals. Some agencies hire Joseph as Interim Executive Director or Interim CFO to provide strategic direction and oversee implementation.
