Joseph Boyd, MPA, established ARMOUR, Inc. in 2000. Headquartered in Baltimore, Maryland, this results-oriented consulting company specializes in analyzing and managing the efficacy of fiscal, administrative, and information systems for financial, program, and data-gathering compliance with governmental and private governance.
ARMOUR, Inc. consults with two major categories of clients throughout the U.S.:
- Organizations that fund programs and services – This includes government agencies (federal/state/local), philanthropic foundations, educational institutions, and for-profit corporations with charitable giving programs or social enterprises.
- Non-profit agencies that deliver programs and services – This includes all types of federal, state, and local health and human services (HHS) providers, federally qualified health centers (FQHCs), AIDS service organizations (ASOs), community health centers (CHCs), and community based organizations (CBOs).
Specific capabilities include:
- Lead, manage & monitor – Joseph provides strategic direction by guiding agency leaders (or stepping in as Interim Executive Director when necessary) to lead quality improvement and change management programs, conduct performance analysis, and monitor programs to track compliance and efficacy. A passion is leading teambuilding efforts to strengthen “connectivity” between internal teams to meet compliance measurements, improve services, and increase the agency’s impact.
- Administration/Operations – Strengths include organizational development, creating standards and procedures, developing policies and procedures. In addition, Joseph can call on additional resources as needed, thanks to ARMOUR’s robust network of consulting professionals.
- Finance – As a high-level Accounting Specialist (or Interim CFO when necessary), Joseph works to improve federal and state fiscal compliance and reporting, strategic budgeting, and organizational audits. He is an expert in managing/monitoring compliance with legislative and private guidelines including the Code of Federal Regulations (CFR), Office of Management and Budget (OMB), and private donor directives.
Clients served by ARMOUR include the National Minority AIDS Council (NMAC), Health Resources & Services Administration (HRSA) including the HIV/AIDS Bureau, Nesbitt Enterprises, Inc., Turning Point Rehabilitation as well as many federally qualified health centers (FQHCs), AIDS service organizations (ASOs), community health centers (CHCs) across the country, and community based organizations (CBOs).
Joseph Boyd and ARMOUR, Inc. were awarded the Nonprofit Public Service Achievement Award by the Maryland Chapter of American Society for Public Administration. Joseph is the Board Chairman for Light, Health & Wellness, a non-profit child-care organization in Baltimore. He is a member of the brotherhood of Phi Beta Sigma Fraternity, Inc./Nu Sigma Sigma Alumni Chapter, where he has served as Social Action Committee Chairman and Bigger and Better Business Chairman. In addition, Joseph conducts seminars on teambuilding, financial management, and strategic budgeting throughout the nation.
Joseph earned his BA in business administration (finance) from Sojourner Douglas College and his MPA in budgeting and fiscal administration from the University of Baltimore. He served in the US Air Force as a security/weapons specialist and received a Commendation Medal for Innovation in Security Enhancement.
